South Carolina First-Time Homebuyer FAQs
These answers are general. Current program policy, lender requirements, your finances, and the home determine the actual result.
Who counts as a first-time homebuyer in South Carolina?
The definition depends on the loan or assistance program. Some programs use a prior-ownership lookback instead of requiring that a person has never owned a home. Verify the definition for the specific program and every borrower.
Does South Carolina tax my first home differently once I live in it?
Yes. South Carolina assesses an owner-occupied legal residence at a 4% ratio rather than the 6% ratio applied to other residential property, and the school operating millage exemption applies only to 4% legal residences. The classification is not automatic. A first-time buyer generally has to apply for it with the county after closing, and a payment estimated at the 6% ratio can overstate the escrow once the home qualifies.

How much house can a first-time buyer finance in South Carolina?
It depends on the program and the county. The 2026 FHA forward-mortgage floor is $541,287 for one unit, but county figures vary and must be checked in HUD's lookup for the specific county. For conventional financing, FHFA set the 2026 one-unit baseline conforming limit at $832,750, and the 2026 county table applies that one-unit baseline throughout South Carolina. Any of these is a program ceiling, not an affordability figure.

Should I get preapproved before looking at homes?
A preapproval can identify documentation or affordability issues and may help a seller understand that financing has been reviewed. It is conditional, can expire, and is not final loan approval.
How much should a first-time buyer budget beyond the down payment?
Budget for closing costs, prepaid taxes and insurance, inspections, moving, immediate repairs, utilities, association costs where applicable, and post-closing reserves. The actual amount depends on the home, loan, location, contract, and timing.
Which mortgage is best for a first-time South Carolina buyer?
There is no universal first-time-buyer mortgage. Conventional, FHA, VA, and USDA paths solve different eligibility, cash, credit, property, insurance, and cost questions. Compare the programs available for the same borrower and home.
Is a home inspection the same as a mortgage appraisal?
No. An appraisal supports the lender's collateral and program review, while a buyer's inspection is intended to evaluate the home's condition for the buyer. One does not replace the other.
Should I accept down payment assistance if I qualify?
Only after comparing the complete terms. Assistance can involve education, income, occupancy, property, lien, repayment, forgiveness, rate, fee, sale, or refinance conditions. Verify the active product and compare it with an unassisted loan.
